Shenzhen launches loan program for talent

Shenzhen has launched “Shenzhen Talent Loan” (深才贷), an unsecured credit program that enables eligible talent to leverage their qualifications as credit assets. The program aims to integrate the innovation, industrial, capital, and talent chains while supporting talent in starting and expanding businesses in Shenzhen.

The program targets three groups: high-level talent, young talent, and overseas-returned talent. It covers five financing scenarios: business start-up, R&D investment and capacity expansion, talent and team development, market expansion and industrial-chain integration, and international operations.

A dedicated “talent value” credit evaluation model has been developed. It uses indicators such as professional qualifications, educational background, work experience, and intellectual property. Talent authorities verify applicants’ qualifications, while banks conduct independent risk assessments. This approach enables customized credit approvals and transforms talent qualifications into measurable credit assets.

The program features a “1+N” integrated financial service system, with unsecured special-purpose credit at its core. The system also covers settlement services, equity-debt financing, cross-border finance, and personal finance.

Talent authorities provide support with identity and information verification. Financial regulators guide banks in improving their risk tolerance and due-diligence exemption mechanisms. 

The local financial regulatory bureau will coordinate financial advisory teams and service partners to make talent finance services more targeted and efficient. It will provide talent and enterprises with integrated “financing + expertise + business” services.

Open the “深企信” WeChat miniprogram and click “深圳市融资信用服务平台”. Then select “产品” from the menu bar to view the talent-related loan products listed under the “深才贷” section. Users can also search for and view other loan products.
