City unveils financial incentives to foster innovative retail

Shenzhen has introduced a suite of financial measures to foster innovative retail formats, evolving consumer patterns, and tech-driven shopping experiences, according to the commerce bureau.
The measures, effective May 10, focus on boosting a premium first-store economy, diversifying service consumption scenarios, and promoting cross-brand collaborations featuring major intellectual properties (IPs).

The city is offering incentives to global and domestic brands in sectors such as fashion, consumer electronics, and sports goods to establish high-level flagship stores. Brands are also encouraged to set up regional or functional headquarters within the city.
Brands opening an international-level first store in Shenzhen are eligible for a one-time reward of 500,000 yuan (US$73,000), while those opening a national-level first store will receive 300,000 yuan.
The policy also positions Shenzhen’s exhibition venues as premier launchpads for new products. Venues hosting city-wide or national product debuts can receive tiered subsidies based on the event scale, with a cumulative annual cap of 5 million yuan per venue.
The measures incentivize commercial complexes to integrate retail with tourism, sports, culture, and healthcare. Eligible projects can receive funding covering 15% of actual investment, capped at 5 million yuan. Individual stores upgrading their facilities to include art exhibitions, social hubs, or leisure spaces may receive 20% of their investment, capped at 1 million yuan.
In addition, Shenzhen also supports commercial districts, neighborhoods, and tourist spots in hosting major events. Organizers of large-scale events lasting over a month with over 10,000 attendees can receive up to 2 million yuan. Projects involving the ice and snow economy, TCM-themed inbound tourism, and modern household services are eligible for up to 3 million yuan in support.
Sustainable IP-themed zones in commercial districts can receive up to 2 million yuan, while immersive IP experience spaces can secure up to 1 million yuan.
In a significant push for digital transformation, Shenzhen is offering its highest level of support — up to 8 million yuan — for benchmark “AI + consumption” scenarios, highlighting the city’s ambition to lead in smart retail technology.
