Guangdong makes GBA centerpiece of 15th Five-year Plan

Guangdong’s 15th Five-year Plan (2026-2030) aims to transform the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) into a world-class, globally competitive city cluster. 

The roadmap, released by the provincial government, defines 22 development indicators covering six major sectors, including innovation-driven growth, people’s well-being, urban and rural areas, green and low-carbon development, and security assurance. 

Specifically, the province plans to collaborate with the two special administrative regions to strengthen consultation and cooperation mechanisms to build an innovation hub, an industrial highland, and an open gateway. 

Key targets include a 5% average annual GDP growth rate and a 5% annual increase in R&D spending. The plan also ensures that per capita disposable income grows in tandem with the province’s economic expansion.
