The Bao’an Enterprise Restructuring Service Center was inaugurated on April 22, marking a milestone in the district’s mission to revitalize its advanced manufacturing sector and private economy.
The market-oriented, law-based, one-stop service platform is designed to help distressed companies liquidate existing assets, optimize incremental growth, and mitigate risks, further enhancing Bao’an’s reputation as a premier business-friendly environment.

As a manufacturing powerhouse, Bao’an District is home to over 1 million business entities, ranking first in Shenzhen, creating an urgent demand for full-cycle services including debt resolution, asset restructuring, and credit restoration. Currently, many local firms face challenges stemming from market volatility, supply chain pressures, and financing constraints, yet traditional judicial reorganization often entails long cycles and high costs, leaving many firms hesitant to act. By directly addressing these pain points, the new center brings what local business representatives describe as “timely rain” to relieve resource scarcity and coordination difficulties.
Following the guidance of the Shenzhen Bankruptcy Tribunal, which began promoting out-of-court restructuring in 2023, the Bao’an center utilizes a “triage” system specifically tailored for advanced manufacturing and private enterprises. This system categorizes cases into three levels: “mild” cases focus on early warning and debt extensions; “moderate” cases focus on introducing strategic investors and promoting business transformation; and “severe” cases identify restructuring value early to facilitate a seamless transition to judicial proceedings. By establishing standardized procedures and collaborating with non-profit financial service platforms, the center effectively bridges the “last mile” of enterprise services.

Immediately following its launch, the Bao’an Center signed a cooperation framework memorandum with the Futian Enterprise Restructuring Service Center and entered an active operational mode by hosting policy consultation sessions and project coordination meetings. Experts provided detailed interpretations of restructuring and merger policies, addressing specific queries from business owners and offering immediate relief. Moving forward, the center aims to work with the Futian center to create a multi-platform, cross-regional out-of-court restructuring network. This synergy is expected to help make the Greater Bay Area a preferred destination for high-quality industrial and financial resources, positioning Shenzhen as a global hub for resource circulation and business recovery.
