Hong Kong bans public possession of e-cigarettes from April 30

Travelers heading to Hong Kong should double-check their luggage before departure. According to the Hong Kong Department of Health, starting April 30, it will be illegal to simply carry alternative smoking products (ASPs) — including e-cigarettes, herbal cigarettes, and heated tobacco products — in public places. Notably, the law penalizes mere possession, regardless of intent to use or purchase. Offenders face fines ranging from HK$3,000 (US$383) to HK$50,000 and six months’ imprisonment. Plainclothes officers will patrol public areas, authorized to demand identification, confiscate prohibited items, and issue on-the-spot fines. The department has clarified that there is no grace period or “warning-first” policy for first-time offenders.
